Why the new evacuation regulations require a digital specification

The Fire Safety (Residential Evacuation Plans) Regulations 2025 (SI 2025/797), which came into force on 6th April 2026, represent a fundamental shift in the baseline for UK building safety. By mandating personalised evacuation plans for every resident requiring assistance, the regulations move the industry decisively toward a person-centred model. For specifiers, architects, and consultants, this presents a specific challenge: how to recommend systems that aren’t just compliant on day one, but remain functional throughout a building’s entire lifecycle.

The intention behind the legislation is a positive response to lessons learned from past tragedies, ensuring vulnerable residents are no longer a footnote in fire strategy. However, the operational reality of implementing these mandates is considerably more demanding than many in the sector initially anticipated. To meet the standard, the industry must move beyond physical hardware and embrace a digital-first specification that prioritises data mobility.

The problem of ‘data decay’ in safety files

Person-centred evacuation planning is built on the principle that every resident deserves a strategy reflecting their specific physical needs. Whether a resident has a mobility impairment, a degenerative condition, or a dependency on medical equipment, a generic evacuation route offers little meaningful protection.

The difficulty for building managers lies in the fact that residents’ needs are rarely static. Health conditions change, and occupancy fluctuates as people move in and out of a scheme. A Person-Centred Fire Risk Assessment (PCFRA) captured at the start of a tenancy is merely a snapshot. Traditional safety files, whether paper-based binders or fragmented PDFs, are historical records that begin to ‘decay’ the moment they are created.

In a high-occupancy residential building, a static evacuation plan is a liability. For a specifier, recommending a manual or paper-based system for managing these plans is effectively specifying a system with a built-in point of failure. If the information is not current, the plan is effectively non-existent during an emergency.

Moving toward a dynamic specification

The regulatory expectation is now clearly that building managers must maintain a dynamic, living record of individual resident needs. This is where digital specification becomes essential. To provide a robust solution for a client, a specification must offer three core capabilities:

  1. Version-controlled audit trails

In the post-Grenfell regulatory landscape, an undocumented check is a non-compliant check. Digital platforms provide timestamped, tamper-proof evidence that evacuation plans have been reviewed and updated. This creates a “Golden Thread” of information that satisfies both the Fire Safety Regulations and the broader requirements of the Building Safety Act. It moves the Responsible Person (RP) from a position of ‘hopeful compliance’ to one of ‘evidenced readiness’.

  1. Instantaneous data retrieval:

Compliance is irrelevant if critical information cannot be accessed during an incident. “Information latency”, the delay between an alarm sounding and a responder finding the correct file, can have catastrophic consequences. A digital specification ensures that resident profiles are available to on-site teams and responding Fire and Rescue Services via mobile devices, ensuring that clarity is available at the moment it matters most.

  1. Data interoperability and risk management:

Fire safety data should not live in a silo. A digital specification allows resident safety data to be integrated into the broader building management ecosystem. By ensuring that resident needs are part of the digital record of the building, specifiers help clients maintain the “Golden Thread” of information throughout the building’s lifecycle, from design through to occupation and maintenance. This ensures that safety data is as durable as the building’s physical components.

Future-proofing and risk mitigation

For specifiers, recommending the right digital foundations is an act of long-term risk mitigation. The industry is moving away from the era of information being kept away in physical folders on a shelf. Regulators now expect to see proactive management of life-safety data. By specifying digital tools at the design or refurbishment stage, specifiers ensure that the building’s safety infrastructure can keep pace with evolving legislation without requiring costly retrospective fixes.

Frictionless compliance is designed in through the right specification choices. When we treat digital tools as baseline infrastructure rather than optional enhancements, we move closer to a built environment that is inherently safer and more resilient.

The new standard of care

The industry has reached a point where digital tools can no longer be treated as optional enhancements. They are now the baseline infrastructure required for competent fire safety management.

SI 2025/797 has effectively closed the door on manual record-keeping for complex residential portfolios. Managing personalised plans across a dynamic population requires real-time data, connected systems, and a tamper-proof audit trail. For specifiers, the mandate is clear: recommending the right digital foundations at the design or refurbishment stage is the only way to ensure a building remains compliant throughout its lifecycle. The tools are available. The only question is whether our specifications are keeping pace with the law.
